The proposed $475 million Great Lakes Restoration Initiative does not target combined sewer overflows or other sewer related problems. There are other new federal funds earmarked for low interest loans to help solve this problem, and there is fear that expensive sewer solutions would drain too much money from addressing other environmental problems.
